Powerline has a great roundup of information from the 80's when the USSR shot down a Korean airliner after it violated Soviet airspace.
To prove the Soviets as the "evil empire" Ronald Reagan released classified intelligence that the US had been keeping on Soviet transmissions that proved the airliner was shot down without radio contact or warning shots, and that the order came straight from Moscow. Not only did Reagan release classified information, he nearly jeopardized our entire intelligence-gathering operation in the eastern USSR.
He did it to prove a point - and he was right. I think it's ok that Bush let out a little bit of the NIE to show that Joe Wilson lied his pants off.
